Norway is number one! Surprise? Not for the Human Development Index. The Scandinavian nation tends to hang out near the top of the list, with its high tax, high wage, high benefit culture. Its per capita income has risen enormously for a variety of reasons, perhaps none more important than the North Sea oil well, HDI's William Orme said. The country has invested that income in social and public services, health and education.
